Ottawa sets up fund to court corporate investment

International Co-operation Minister Julian Fantino said Friday that the Canada-IFC Partnership Fund will focus on innovation in the financial sector and sustainable development in the extractive industry, adding that it would pay particular attention to economic development for women.

Mr. Fantino has made it clear in recent months that aid would increasingly be aligned with Canada’s foreign policy and commercial interests abroad, a shift that was further cemented when Ottawa announced last month that the Canadian International Development Agency would be merged into the Department of Foreign Affairs and Trade.

In a conference call with reporters Friday, Mr. Fantino said the new fund would help leverage private sector investments to have a greater impact on international development work. Canada wants to “harness the power, resources and innovation of the private sector” to increase economic opportunities and help to lift people out of poverty, he said.

The minister said he met with officials from the World Bank Group and Canadian business leaders in Washington, including those from Bombardier International and KPMG. He said the meeting helped show the international institution that Canadian companies have a “comparative advantage” to offer when it comes to international development work.

In CIDA’s most recent report on its plans and priorities, the agency said it would “increasingly assist partner-country governments in strengthening the private sector,” particularly with respect to small and medium businesses, improving government regulations, training and access to credit.

“CIDA will contribute to the establishment of partnerships between communities, non-government organizations and the private sector to improve economic well-being for communities living near mines and other extractive operations,” the report adds.

The agency has already partnered with several Canadian mining companies and non-governmental organizations on projects that include education and skills-training in developing countries. The projects, which are co-funded by mining companies and run by non-government organizations, have attracted some criticism, in part because they are seen as subsidizing mining companies’ corporate social responsibility programs.

But supporters of the initiative argue that mining companies don’t know enough about development to run projects on their own, and that the added CIDA investment has helped leverage more corporate resources for responsible development work.

Mr. Fantino has said in the past that he would like to pursue more projects with the mining industry, and facilitated a meeting with developing country officials and mining companies earlier this year.

In a public debate about the CIDA merger this week, Scott Gilmore, a former Canadian diplomat and founder of the international aid group Building Markets, argued that Canada is right to expand its links with the private sector. Business can have a much greater impact on reducing global poverty than foreign aid, he said.

“The future of Canadian aid is going to be on finance, it’s going to be on ensuring proper tax regimes for these countries. It’s going to be on humanitarian relief, of course, but it’s also going to be about innovation, about enterprises,” Mr. Gilmore said in the debate, which was organized by the Canadian Association of International Development Professionals.

Speaking in the same debate, Ian Smillie, a consultant and a founder of the Canadian aid group Inter Pares, said that where foreign direct investment and remittances contribute to jobs and growth, they should be encouraged.

“But the investment of an oil company is not the same thing as training teachers or educating children. The trickle-down effect of much foreign direct investment has been small, and the wealth creation is often heavily skewed in favour of people who are already well-off,” he said.

Mr. Fantino also met with Haitian Prime Minister Laurent Lamothe and other international donors in Washington on Friday. It was the first meeting with the Haitian prime minister since Mr. Fantino’s surprise announcement that Canada was reviewing its development assistance program in the Caribbean nation.

He said the review of aid to Haiti is continuing, but he is pleased with the progress the country’s government has been making

Shocking declarations made by Prime Minister Bellerive about the presence of gold, oil & iridium in Haiti

This week, specifically March 4th and March 5th, a conference was held at “L’École Polytechnique de Montréal”. The subject of this conference, organized by GRANH ( Groupe de réflexion et d’action pour une Haiti nouvelle), was the reconstruction of Haiti. Daphney Laraque, one of the participant (MRDH Mouvement pour le respect des droits humains), asked Haitian Prime Minister Bellerive the following questions: Does Haiti have a plan for the exploitation of it’s natural ressources specifically Gold, Oil and Iridium? Did anyone sign off the rights to exploit their ressources to foreign interest? Are there contracts underway, if yes, what is the nature of these contracts?

Jean-Max Bellerive, the same who said at “La Perle Retrouvée”: 10% of 1,000$ is better then 100% of 0, could not avoid the question. Remember that at the conference held at “La Perle Retrouvée” last month, Ricardo Lamour (Pétition Villanueva) asked a similar question, but received no answer. This time, the recently appointed prime minister could not escape the subject.


He even made the following reveiling statements:

1 – There is oil in Haiti.

2 – Contracts regarding the exploitation of oil in Haiti and oil refineries are currently underway.

3 – Bellerive declared he had knowledge of documentation about the presence of Iridium in Haiti.

4 – Contracts have already been signed and work is in progress for the exploitation of Gold in Haiti. 10 millions dollars have been invested by CFI (the World Bank private sector) in relationship with the IMF for a project worth billions of dollars.

All of which is going on while Haiti is struggling to recover from the earthquake.

The Prime Minister did not specify what was the nature of these contracts, which companies or government are the beneficiaries, and which part (if any), will profit Haiti. It seems though, that for the beneficiaries of these contracts, nature does it best!

Bellerive and a consortium of well-known Haitian figures such as Reginald Boulos, worked on a document concerning the economic future of Haiti. The text does not explore the amazing opportunities offered by the exploitation of Haiti’s mining and oil ressources, nor does it mentionned any of the serious studies done on the subject. Instead it presents agriculture as the main alternative to resolve’s Haiti’s problems. By ignoring the question of Haiti’s natural ressources, it is as if the message was: there will be looting, pillage but we will give you a little piece of bread. Even more deceiving is that they managed to get the help of left wing Michel Chancy, to caution this masquerade. The paysans may only receive little leftovers from the NGOs but at least they will eat bread…. One bag of rice against one bag of Gold…

Question: What is Bellerive aiming at by his multiple trips abroad? The sollicitation of Haiti’s diapora’s ressources? Not really. He even warns us: “ Do not bear the arrogance of telling us what to do, please remain humble”. But he does not forget to flatter the diaspora by telling them that they are essential to the reconstruction of Haiti.

In facts, Bellerive an ex-diaspora himself, hero of the private sector, is more in line with the views inspired by neo-imperialists such as Denis Coderre, Pierre Pettigrew and Lawrence Cannon. Their discourse seems to say: Diaspora we love and respect you, please validate us as people representing your interest abroad. Do not worry, abusive exploitation contracts will be sign under your name.

But do not take my word for it, Bellerive isn’t that obvious. He is an intelligent man a clever politician, and he will loose you around the corner. He follows itineraries such as those of Gerad Latortue. By praising foreigners he imposes his presence inside Haiti, and his visits abroad seem more and more like an electoral campaign..

Where we need to thank him, his that his revelations force us to question the validity of imposed haitians goverments since 2005 with Latortue, by the friends of Haiti and the legality of signed contracts since then.

Well Mr. Bellerive, the 10% of these billions that you previously referred to, where are they in Haiti’s reconstructions plan? Who are they going to? Apparently, not to people! Well in this case let’s take 100% of 0$ if you know what I mean.

And for the diaspora, why not giving money and help directly to the brothers and sisters in Haiti, instead of believing in the so called generosity of leaders.

PORT-AU-PRINCE, Haiti (defend.ht) - The Haitian Senate took a resolution on Tuesday compelling U.S. and Canadian companies that received mining contracts from the Martelly/Lamothe administration on December 21st, 2012 to cease exploitation as the Constitution requires international agreements to be ratified by the Parliament.

On Tuesday, the Senate Committee on Public Works and Communication held a hearing with the Minister of Public Works, Transportation and Communication, Jacques Rousseau and the Director General of Mining and Energy, Ludner Remarais. Senators questioned the two officials about the mining licenses awarded this past December and following the hearing, the Senate met and rejected the accords, pending a review of the companies and the terms of agreement; senators called for ARTICLE 139 of the Constitution of Haiti to be respected.
Constitution of Haiti. Chapter III - The Executive Branch. Section B. Duties of the President of the Republic
ARTICLE 139:
He shall negotiate and sign all international treaties, conventions and agreements and submit them to the National Assembly for ratification.

The Chairman of the Senate Committee on Public Works and Communication, John William Jeanty (Nippes/Konba), said the agreements needed to be ensured to be in the interests of the Haitian people.
"We can't sit and just say everything must stop. We must take a resolution to tell the Executive this is the position of the Senate of the Republic, the Haitian Parliament on this issue. Everything must be done within regulations. We can not resolve a wrong with a wrong but in the meantime..."
"What I would like to know from the Minister [Rousseau] now, is to help us find a series of precise information:

We would like to know the value of the mines in Haiti, we must get this, because we must know what we have - because it's everyday that they are telling us that this country is a poor country, their presence here is humanitarian but there is nothing being done and then, all this time, we are full of resources. And the people who are principally concerned don't have any information on this.
Also they say there are a series of firms, some with exploitation licenses, some with exploratory licenses, some are study feasibility, there are 15 contracts out, and when we ask questions what is the percentage share, he [the Minister] doesn't want to enter into these talks at all."
"We will take all legal disposition here in the senate... so that everything we do is in the sense of defending the interests of the Haitian people."
These contracts, the first mining licenses to be awarded in Haiti for decades, were signed by the Director General of the Office of Mining and Energy, Ludner Remarais, who has held this position for 7 months. Remarais' predecessor, XX was revoked from the position for being to forthcoming about the value of Haiti's minerals.
Remarais, who took part in signing the mining contracts, said there are international conventions that would not allow Haiti to back out of the contracts. A study of the feasibility was done by each of the companies, the agreement was made and was consecrated by an executive decree, said Remarais who admitted to not being sure whether ratification by Parliament was required in the agreement.
The President of the Senate, Simon Desras (Cenre/Lavni), also sent a letter to Prime Minister Laurent Lamothe informing him that the agreements are not accepted.
The National Network for the Defense of Human Rights also was represented by its director, Pierre Esperance, and well known lawyer, Osner Fevry, who came to support the Senate in maintaining control over the executive.
