A portion of a $3-million grant from the federal government's controversial tourism stimulus fund will be used to bring former U.S. president Bill Clinton to Toronto for a mass public speaking event at the Canadian National Exhibition, The Globe and Mail has learned.
About 25,000 people are expected at the Clinton-for-the-masses speaking engagement at BMO Field in the second weekend of the fair, which opens Aug. 21, sources said.

Fairgoers will be charged a nominal fee to see the 42nd president of the United States, a frequent visitor to Canada who earns top dollar in speaking fees. It will be his first Canadian appearance since he personally helped to negotiate the release of two U.S. journalists held in North Korea earlier this month.

Natural Resources Minister Lisa Raitt is expected to announce Monday that The Ex will receive $3-million from Canada's Marquee Tourism Events Program. Ms. Raitt's office did not return calls.

The CNE confirmed Wednesday morning that Mr. Clinton will appear Aug. 29 at 4 p.m. His speech will be entitled “Embracing Our Common Humanity.”
“It’s an honour and a privilege to welcome President Clinton,” said CNE General Manager David Bednar in a statement.

“His vision for the world is very much alive in Canada’s cultural mosaic. As individuals and as a society, Canadians recognize that the interdependence of our communities is vital to living an enriched and rewarding life.”
Tickets will be available through Ticketmaster Canada for $19.99 to $50 depending on seating. The cost includes admission to the fair.
The Ex aims to make tickets available beginning Saturday, but a firm date has yet to be set. An announcement is expected later this afternoon.
On average, Mr. Clinton earns about $175,000 (U.S.) a gig. From 2006-2008, the two-term president earned $4.6-million at about two dozen Canadian public speaking appearances, according to financial disclosure documents filed by his wife, Secretary of State Hillary Clinton.

Mr. Clinton's visit will be only one aspect of The Ex funded by the federal grant, which requires recipients to earn 25 cents on every dollar spent – in addition to their normal revenues. The money will be used to cover a handful of other signature events and a marketing campaign in Canada and the border states.

The $100-million stimulus fund made headlines last month when Tourism Minister Diane Ablonczy was stripped of responsibility for disbursing grants after a $400,000 subsidy for Toronto's gay pride week prompted a backlash from Conservative Party supporters.

The Harper government denies she was punished for the gay pride grant, saying it was always expected that she would eventually relinquish control of the program to Industry Minister Tony Clement.

But sources told The Globe at the time that the Harper government was vexed by the manner in which Ms. Ablonczy unveiled the cash for the late June pride event.

On Tuesday, Mr. Clement's office refused to confirm that the CNE grant application was successful. Spokesman Darren Cunningham said the government has distributed about $35-million of the $50-million tourism stimulus dollars allotted for this budget year.
Applicants for the larger “Tier 1” grants must prove they have an established international presence and attendance of at least 250,000.
Other events to get $3-million from the fund include the Montreal Jazz Festival, the Montreal Just for Laughs Festival and the Stratford Shakespeare Festival.

“The program is designed to help Canada's festivals and events expand their visitor base,” Mr. Cunningham said. “When we're dealing with a recession, they potentially could have been facing a lack of visitors.”

If the weather is good, the CNE attracts about 1.3 million visitors to Exhibition Place. Last year, it boasted $2.1-million in net revenues.
Mr. Clinton was last in Toronto in May for a joint appearance with former president George W. Bush. Ticket holders paid between $200 and $2,500 for the mid-afternoon “discussion,” which was moderated by Frank McKenna, Canada's former ambassador to the U.S.
“In terms of his ability to present, he's one of the better ones,” said Salim Khoja, of Toronto-based Power Within Inc., which produces conferences and motivational training programs for itself and corporate clients.

“He draws a varied crowd, from business professionals to the average citizen. He's a bestselling author, he's a two-term president, he's one of the more popular presidents. Strictly from a marketing perspective, he's a recognized brand.” With a report from Stephanie Chambers

From 2006-2008, the former U.S. president earned $4.6-million (U.S.) at about two dozen Canadian public speaking appearances, according to financial disclosure documents filed by his wife, Secretary of State Hillary Clinton. Mr. Clinton's fees have ranged from $100,000 for a 2006 speech in Victoria to $525,000 for a series of events last June in Edmonton. His average fee is $175,000.
