Mais ne perdons pas en vue certains discours du temps de l'apartheid . Nous risquerions d'en payer un prix amer comme son Excellence Botha, l'ancien 'EMPEREUR" de l'apartheid lui-meme nous avertit

CE TEXTE EST UN discours prononcé par l'ancien président d'Afrique du Sud P. W. Botha devant son Cabinet. Nous avons tenu sa réimpression de David G. Mailu pour le Sunday Times, un journal sud-africain, datée du 18 août 1985

Pretoria a été bati par l'esprit blanc pour l'homme blanc. Nous ne sommes pas obligés, pas le moins du monde de prouver à qui que ce soit et surtout pas aux Noirs que nous sommes des gens de qualité supérieure. Nous l'avons deja démontré aux Noirs par mille et une façons . La République d'Afrique du Sud que nous connaissons aujourd'hui n'a pas été créée par des voeux pieux. Nous l'avons créée, par la force de l'intelligence, de la sueur et de notre sang

Est-ce les Afrikaners qui ont éliminer les Aborigènes d'Australie? Est-ce les Afrikaners qui pratiquent la discrimination contre les Noirs et les appellent Negres dans tous les États? Est-ce les Afrikaners qui ont commencé la traite des esclaves? Dans quel pays l'homme noir est-il apprécié? L'Angleterre est discriminatoire à l'endroit de ses noirs et aux USA la loi est encore impitoyable pour les Noirs. Au Canada, France, Russie, et le Japon pratiquent tous la discrimination contre les Noirs.

Pourquoi alors ce bruit infernal contre? Pourquoi sont-ils biaisés contre nous? J'essaie simplement de prouver à tous qu'il n'y a rien d'inhabituel dans ce que nous faisons que les autres mondes dits civilisés ne font pas. Nous sommes simplement un peuple honnête qui s'exprime à haute voix avec une philosophie claire de la façon dont nous voulons vivre notre propre vie d'homme blanc. [/font][/color]

Nous ne prétendons pas comme les autres Blancs que nous aimons les Noirs. Le fait que les Noirs ressemblent à des êtres humains et peuvent agir comme des êtres humains ne prouve pas forcément qu'ils sont judicieusement des êtres humains ..

Les porcs-épics et lézards sont-ils des crocodiles parce qu'ils se ressemblent? Si Dieu voulait que l'homme blanc soit l'égal du Noir, il nous aurait tous créés de meme couleur uniforme et avec le meme intellect. Mais il nous a créé différemment: Blancs, Noirs, les Jaunes, gouvernants et les gouvernés

Intellectuellement, nous sommes supérieurs aux Noirs et cela a été prouvé sans le moindre doute raisonnable au cours des années. Je crois que l' Afrikaner est honnête et ne craint personne pour demontrer en pratique la bonne façon d'être blanc. Il est néanmoins réconfortant de savoir que derrière la scene, en Europe, Amérique, Canada, Australie et tous les autres pays sont derrière nous, en dépit de ce qu'ils disent. Nous savons tous ce pays doivent utiliser la langue diplomatique dans leurs relations avec nous

Pour prouver mon point, Camarades, y a-t-il quelqu'un d'entre vous qui connait un pays blanc n'ayant pas d'investissement ou d'intérêt en Afrique du Sud? Qui achète notre or? Qui achète nos diamants? Qui fait le commerce avec nous? Qui nous aide à développer des armes nucléaires ? La vérité c'est que nous sommes leur peuple et ils sont notre peuple. C'est un grand secret

Notre économie est soutenue par l'Amérique, la Grande-Bretagne, et l' Allemagne. C'est notre forte conviction, par conséquent, que le noir est la matière première pour l'homme blanc. Donc, Frères et Sœurs, Unissons-nous ensemble pour lutter contre ce Diable Noir.

Je lance un appel à tous les Afrikaners pour imaginer tous les moyens créatifs de la lutte contre cette guerre. Dieu ne peut certainement abandonner son propre peuple. A l'heure actuelle chacun de nous a vu pratiquement que les Noirs ne peuvent pas se gouverner. Donnez-leur des fusils et ils vont s'entretuer. Ils sont bons qu'a faire faire du bruit, danser, épouser plusieurs femmes et se livrer au sexe.

Reconnaissons tous que l'homme noir est le symbole de la pauvreté, l'infériorité mentale, la paresse et l'incompétence émotionnelle N'est-il pas plausible dès lors que l'homme blanc est créé pour dominer le Noir? Pensez à ce qui se passerait si un jour vous vous réveillé et un Kaffir est assis sur le trône ! Pouvez-vous imaginer ce qui arriverait à nos femmes? Quelqu'un d'entre vous pensent que les Noirs sont capables de gouverner ce pays? [/font][/color]

Par conséquent, nous avons de bonnes raisons de laisser tous les Mandela-pourrir en prison, et je pense que nous devrions être félicité pour les avoir maintenus en vie, en dépit de tout ce que nous avons sous la main pour les exterminer. Je tiens à annoncer un certain nombre de nouvelles stratégies qui devraient être mises à profit pour détruire cet insecte Noir. Nous devons maintenant faire usage de l'arme chimique.

La priorité numéro un, nous ne devrions pas, par tous les moyens, permettre des augmentations de la population noire pour ne pas être étouffée très bientôt. J'ai des nouvelles passionnantes. Nos scientifiques sont venus avec une methode efficace. Je l'envoi davantage de chercheurs sur le terrain pour identifier les lieux où les armes chimiques pourraient être employées pour lutter contre toute augmentation de population noire.

L'hôpital est une opportunite très stratégique et devrait être pleinement utilisé. Les chaînes d'approvisionnement alimentaire devrait egalement être utilisées. Nous avons d'excellents poisons bien developpes pour organiser comme d'assassinat lent pouvant reduire la fécondité des personnes noires

Notre seule crainte est qu'ils mettent la main sur ces poisons avant nous et commencent à les utiliser contre nous si l'on tient compte de nombreux Noirs qui travaillent pour nous dans nos belles villas. Toutefois, nous pouvons pour nous assurer que cette substance restera strictement entre nos mains

Deuxièmement, les Noirs sont les plus réceptifs aux arguments de l'argent. J'ai mis de côté un fonds spécial pour exploiter ce moyen. Le vieux truc de diviser pour mieux régner est encore très valable aujourd'hui. Nos experts doivent travailler jour et nuit sur le décor de l'homme noir contre son semblable. Son sens inférieur de la morale pourrait être exploité admirablement.

Et voici une créature qui manque de prévoyance. Il ya une nécessité pour nous de le combattre dans les projections à long terme qu'il ne peut pas soupçonner. Le Noir moyen n'envisage pas sa vie au-delà d'un an: cette position, par exemple, devrait être exploitée. Mon département spécial travaille déjà autour de l'horloge pour sortir avec un modèle à long term.

Je fais aussi une demande spéciale à toutes les mères Afrikaners à doubler leur taux de natalité. Il serait également nécessaire de créer un secteur en plein boom en mettant en place des centres où nous employerons et soutenerons pleinement des jeunes hommes et femmes blancs à produire des enfants pour la nation. Nous étudions également le mérite de location de l'utérus comme un moyen possible d'accélérer la croissance de notre population grâce à des mères porteuses

Pour le temps present nous devons nous assurer que les hommes noirs soient separés de leurs femmes et imposer des impots sur le marriage et sur la naissance des enfants sans-peres.J'ai un comité de travail sur la recherche de meilleures méthodes d'inciter les Noirs les uns contre les autres et encourager les meurtres entre eux. Les Assassinats des Noirs doivent etre encourages.

Nos scientifiques ont mis au point un médicament qui pourrait être introduit clandestinement dans la biere avec effet d'empoisonnement lent et la destruction de la fécondité. Par l'intermédiaire de boissons et la fabrication de boissons gazeuses adaptés aux Noirs, nous pourions promouvoir la réduction de leur population.

La nôtre n'est pas une guerre ou la bombe atomique servirait a détruire les Noirs, donc nous devons utiliser notre intelligence. La guerre ou on l'on confronte personne serait plus efficace

Comme les dossiers montrent que l'homme noir meurt d'envie de coucher avec la femme blanche serait notre chance unique. Notre Bataillon des Mercenaires du Sexe devrait contenir des combattantes de l'apartheid specialisees dans les operations d'usage des poisons à effet lent visant la mise à mort des Noirs qui coucheraient avec nos mercenaires blanches. Nous devons egalement introduire des mercenaires blancs qui devraient aller pour coucher avec les femmes des militants noirs et toute autre vulnérable femme noire. Nous avons reçu une nouvelle offre de prostituées en provenance d'Europe et d'Amérique qui sont désespérés et trop désireux de prendre le rendez-vous

Mon dernier appel est que le fonctionnement des maternités devrait être intensifié. Nous ne payons pas ces gens pour aider à apporter des bébés noirs dans ce monde mais plutot pour les assassiner, les abolir au moment de la delivraison. Si ce ministère travaillait de manière efficace, beaucoup de choses pourraient être réalisées.

Mon gouvernement a mis de côté un fonds spécial pour l'érection de plusieurs hôpitaux et des cliniques clandestines pour promouvoir ce programme. Si l'argent ne peut rien faire pour nous, a quoi nous sert-il? Dans l'intervalle, mes bien-aimés citoyens blancs, ne prenez pas à coeur ce que dit le monde, et n'ayez pas honte d'être appelé racistes. Je veux bien être surnommé l'architecte et le Roi de l'Apartheid. Je ne vais pas devenir un singe tout simplement parce que quelqu'un m'a appelé un singe. Je vais rester votre étoile brillante ... Son Excellence M. Botha.

Ce discours de Mr. Botha circule sur le net en version Anglaise et Française et quiconque en prend connaissance devrait en faire copie et distribuer à tant d'autres Africains. Certaines des choses qu'il contient ne sont pas seulement de l'imagination d'un vieux crocodille

A Vision Faces an Environmental Test
By CORNELIA DEAN
MICHES, Dominican Republic — From a development perspective, this town has a few problems. It is 60 miles from the nearest airport, a three-hour drive on roads so bad the trip can be nauseating. Electricity is erratic, drinking water is contaminated, the beach in town is littered with trash and nearby rivers are either clogged with an invasive weed or plagued by silty agricultural runoff that threatens the fish on offshore reefs.
But to a team of conservation biologists and other researchers from Columbia University who began working here in 2007, Miches has great potential. They see tourists camping in platform tents, like those in St. John, in the Virgin Islands. They see hikers in its lush green hills, people riding horseback on pristine beaches outside of town and others heading out to sea to watch whales, dolphins or manatees. They imagine the town’s half-derelict waterfront plaza lined with locally owned restaurants serving locally caught fish.
To make these visions a reality, the researchers, from the Center for Environment, Economy and Society, at Columbia, have begun a sweeping effort to identify and repair problems in the town and region and to capitalize on their assets. They have recruited fishermen volunteers to count marine mammals, assess the health of coral reefs and measure the effect of invasive water plants. With townspeople, they are devising projects to improve sanitation. And they are working with farmers and fishermen to determine fair compensation for people who contribute to better offshore water quality by keeping their cattle away from inland streams. The goal is a tourism economy, but not typically Caribbean all-inclusive “high volume, low cost, keep churning the people through” tourism, said Donald J. Melnick, a conservation biologist who is co-director of the Columbia center.
Dr. Melnick said participants envisioned small-scale, low-impact ecotourism that would sustain the environment rather than degrade it. And, as much as possible, the environment will stay in local hands. When he first met with community leaders, Dr. Melnick said on a recent visit here, they pointed to places like Bávaro, a town 60 miles to the east, where a building boom is under way, fueled by the success of the nearby Punta Cana resort and largely financed by foreigners.
“They said, ‘Look, we are poor, we don’t have very much, but we have Miches,’ ” Dr. Melnick recalled. “ ‘But with all this development going on in the Dominican Republic, if you come back in 10 years, we will still be poor, but Miches will not be ours.’ ”
That is what the project intends to prevent. Unlike the Punta Cana resort, built on land that was more or less pristine when developers acquired it, Miches (pronounced MEE-chis) was settled hundreds of years ago and is home to about 9,000 people, with 11,000 more or so in the region.
“You have a whole city there, a pretty good footprint of people, impact on the landscape in terms of agriculture and fishing,” said Jake Kheel, environmental director for Grupo Puntacana, which operates the Punta Cana resort. “It’s going to add some challenges.”
In a way, the project began in 2001, when the United Nations adopted targets, known as the Millennium Development Goals, for reducing poverty, disease and other problems. Dr. Melnick had a central role in the United Nations’ work on environmental sustainability, and the Dominican Republic was one of its “pilot countries.”
John Gagain, the American-born head of the Dominican Republic’s commission on sustainable development, said that President Leonel Fernández Reyna had decided to focus the country’s efforts on “a place that is poor but with incredible potential.” Mr. Fernández invited Dr. Melnick to test his ideas in Miches, and the Columbia group began work here.
Miches is in a basin, ringed by the mountains of the Cordillera Oriental to the south, whose streams and rivers drain onto the beaches, “conduits for all the human activities in the watershed,” Dr. Melnick said. After months of consultation with community officials, local fishermen’s associations and other groups, a consensus emerged that water would be the initial focus.
In the Los Mamayes district along the town waterfront, for example, sanitary facilities were limited to chamber pots that residents would empty into the sea. But project managers, working with local residents, organized the construction of latrines.
The Peace Corps provided the design, which James Danoff-Burg, an ecologist who directs the Columbia effort in Miches, said used a “natural filtration system” to control the flow of contaminants. The Cisneros Group, a Venezuelan
company that owns about a half-mile of beach out of town, paid for the materials, and community residents did the work. One of them, Teresa Rivera, was proud to show Dr. Melnick and his colleagues a result: a cinderblock structure with a roof and a door of corrugated metal, a few feet from the front door of her small house. As Henry Fernandez, a manager of the program (and no relation to the president) translated, she told Dr. Melnick what would happen if she had to choose one or the other.
“A latrine is more important than a house,” she said. Dr. Melnick said the success of the project would depend in large part on the degree to which actions were not created by theorists a thousand miles away but rather based on “a model worked out here,” with the agreement of national and local leaders. Such a consensus is not always easy to achieve. For example, when Dr. Melnick and his colleagues met recently with fishermen, they discussed the invasive plant hydrilla, which is choking the river leading into Laguna Limón, a once-valuable fishing resource, and the lagoon itself.
The fishermen said the plant clogged their motors and grew so thick at the surface that they had to clear it away with poles before they could drop a net — “like clearing land with a machete,” as one of them, Benito Reyes, put it. But so far the fishermen, government officials and the researchers cannot agree on whether to dredge the river, poison the plant, introduce exotic fish to eat it or find another approach.
“There is an information disparity,” Dr. Danoff-Burg said. “We know what has worked in other locations. They know what is happening here.” Dr. Melnick said it was crucial to find an approach that would be “acceptable to fishermen, government agencies and science.”
“We can make it work,” he added.
Dr. Melnick acknowledged, though, that he had “grossly underestimated” the time the Miches project would take. What he originally thought of as a three-to-five-year project will take a decade or more. In an interview, Mr. Gagain said it helped that the center had set up headquarters in an apartment in downtown Miches, where Mr. Fernandez and Darien Clary, project managers, live full time. Dr. Danoff-Burg spends about a quarter of his time there. A larger issue is whether the high-end, low-impact tourism the project envisions is practical. Dr. Melnick said researchers from the Columbia School of Architecture, Planning and Preservation who assessed Miches’s potential had
determined that “nonhotel-based tourism has some very healthy projections.”
But not everyone in the Dominican Republic is as optimistic. “I wouldn’t rule it out,” said Mr. Kheel, who noted that the Punta Cana resort was designed from the beginning to minimize water use, recycle waste and so on. Miches has “a lot of potential,” he said, but people there will have to overcome decades of environmental damage.
“They have to be more creative than Punta Cana has been,” he added. Freddy Miranda Severino, a lawyer who advises real estate investors and has a blog on development issues in the country,” said in an e-mail message that while he too could see the potential of Miches’s waterfront — “watching the sun going down there while having a glass of wine would be magical,” he said — investors knew that “we can sell our beaches, golf and land to build villas and condos.” And he dismissed other forms of low-impact ecotourism: “An entire day to watch manatees? Why bother?”
Anyway, Mr. Severino said, “I don’t see what is good about having hundreds of acres in the name of poor peasants.”
Mr. Gagain and Dr. Melnick said it remained to be seen whether the people of Miches would continue to resist the lure of all-inclusive resort-style development, pressure they expect to increase as the economic downturn eases.
“When you spend so much time poor and without any hope and any education and right next door is Punta Cana — they say, ‘Why not us?’ ” Mr. Gagain said. “They need at least a foot on the ladder of development.”

Venezuelan Seeks to Revive anti-Chavez Movement

VALENCIA, Venezuela (AP) -- They range from wealthy businessmen to boisterous students and poor single mothers, jammed together 10,000 strong in a stadium, chanting ''change is possible!'' and shoving forward to greet the man who is challenging President Hugo Chavez's grip on power. There's a problem, however: Leopoldo Lopez can't run for office. Like many of Chavez's opponents, some of whom are in jail or have fled the country, Lopez is barred as a candidate because of a government corruption probe against him. It's a tactic critics say Chavez uses to put his opponents' political ambitions on indefinite hold as he heads into next year's congressional elections and his own re-election campaign in 2012. Chavez insists he is simply enforcing the law, and corruption in Venezuela is widespread. Lopez, a former Caracas district mayor, says that if he can't run, he'll recruit those who can.

To unseat Chavez is a task widely seen as futile at present. But the mere fact that Lopez's efforts are resonating with ordinary Venezuelans shows that the democratic spirit still burns in the nation of 28 million. Lopez, a youthful-looking 38, is crisscrossing the country wooing students, trade unionists and others with promising leadership skills. He hopes to mold them into a political movement for Venezuelans who are disenchanted with Chavez's decade-long rule, as well as with the elite who governed the country before him. While Chavez's appeal is in his embrace of the poor, Lopez wants to capitalize on the growing frustration that an oil-rich country, busy taunting the U.S. and making far-reaching alliances with Iran and Russia, can't tame inflation and crime or deliver uninterrupted water and electricity.

''What we want is to build a new majority from the bottom up -- not just through negotiations and agreements between elites,'' Lopez told The Associated Press. ''It's a longer road, but for us, it's the only road that gives us possibilities of winning.'' By ''elites,'' he means the wealthy but fragmented --and increasingly gray-haired-- opposition. But he too could be called elite, coming from a wealthy Caracas family, educated at Kenyon and Harvard in the American ''empire'' that Chavez reviles. Chavez supporters dismiss him as a self-interested rich kid seeking to recover what the country's wealthy''oligarchy'' has lost to Chavez's socialist measures. But his supporters love his charisma, his message of change, and his blonde wife, Lilian Tintori, a champion kite-surfer. Lopez knows political success won't come easily.

Despite recent dips in the polls, Chavez remains the country's most popular politician. But Lopez has made inroads with former Chavistas such as Rosmely Quiroz, 45, a single mother of two who says double-digit inflation makes it impossible to live on her minimum-wage salary -- $445 a month. Lopez ''is different from the rest,'' Quiroz said, chanting with the crowd at this month's rally in Valencia, an industrial city where Lopez kicked off the movement he calls ''Voluntad Popular'' (Popular Will) with women blowing kisses and students high-fiving him with chants of ''Leopoldo! Leopoldo!''

''He's extending a hand to those of us who want to get involved in politics -- not for personal gain, but to solve our problems,'' Quiroz said. Chavez, a former military officer known to his supporters as ''El Comandante,'' rose to power on the votes of Venezuelans disaffected with the old parties which they viewed as corrupt and detached from the poor. The opposition then made two critical mistakes: It tried to depose Chavez in a coup in 2002, then boycotted congressional elections in 2005, handing Chavez a majority in congress. But in elections last year, anti-Chavez candidates rebounded, capturing the Caracas mayoralty and five of the 24 states, including three of Venezuela's most populous. The pro-Chavez congress struck back by removing power and budgets from local and state officials. Many opposition politicians, labor leaders and university students have been charged with criminal offenses over the last year that have landed them in prison or forced them to leave the country. About a half dozen, led by former presidential candidate Manuel Rosales, are in Peru, where they meet in coffee shops to talk baseball and grouse about Chavez.

''Too often, depression takes control of one's time here,'' said Oscar Perez, a tireless organizer of street demonstrations who faces charges of inciting violence. ''It's difficult to watch what's happening in Venezuela, seeing Chavez taking his adversaries out of the game and knowing that nobody can do anything about it,'' he told the AP by phone from Lima. Lopez, who had won a landslide victory to become mayor of Chacao, one of the capital's wealthiest districts, was barred from seeking re-election because of the corruption probe. The case is still open two years later, even though no charges have been filed.

''That's the strategy: They shelve my case indefinitely, trying to end my political career,'' Lopez said. Chavez vehemently denies crushing dissent. ''I don't persecute anybody,'' he said in a recent speech. Opposition parties, meanwhile, have alienated voters with their cronyism and infighting. ''Many Venezuelans may have increasing doubts about Chavez, but they don't want to go back to politics as usual, pre-Chavez,'' said Michael Shifter of the Inter-American Dialogue think tank in Washington ''If the parties don't open up, they will never be energized and renewed, and potential supporters won't get on board.'' Lopez says he has nothing against the opposition leaders, but says they need to unite and admit ''fresh faces.''

''The same people have been candidates for the last 10 years,'' he says. Though Chavez's support remains strong, he takes nothing for granted. His opponents, he recently told his supporters, ''are getting into the barrios. They are trying to organize coordinated movements, and they are going to try to win a majority in the National Assembly.'' Chavez sees something sinister in that.

''The devil never sleeps,'' he said.

**** Measures which Venezuelan President Hugo Chavez's opponents claim are meant to stifle political opposition, and which Chavez insists are meant only to uphold the law:

-- Chavez has refused to renew the broadcast licenses of dozens of critical radio stations and television's fiercest anti-government channel, RCTV.

-- After opposition candidates captured five governorships and Venezuela's two biggest cities in elections, the pro-Chavez National Assembly slashed their
budgets.

-- Nearly 400 politicians, including many Chavez foes, are barred from running for office because they are under investigation for corruption. In some cases, these probes can go on for years without charges being brought against
suspects.

-- More than 2,200 people have been indicted on criminal charges, mostly misdemeanors, stemming from their participation in protests over the last four years, according to local human rights groups. Some are prohibited from joining or organizing demonstrations and barred from leaving their hometowns or publicly discussing their cases. Others face possible prison sentences. None has been tried.
