- Four storms – Fay, Gustav, Hanna and Ike – hit Haiti one after the other from end of August until early September, leaving vast areas of the country under water. The storms struck all 10 of Haiti's regions.

- Homes have been damaged, livelihoods and crops destroyed, and the entire road system – including seven of the mountainous country's key bridges – has been severely damaged.

- Storm victims are facing unbearable conditions, including a lack of shelter and sanitation.

- The port city of Gonaives is the site of the heaviest damage and for a long time was accessible only by air and ship. Access is no longer an issue as the water has gone down in most parts of the city. It is now accessible by road from Port au Prince.

- An estimated one million people are homeless. In the worst affected areas there is a real danger of riots and disease outbreak, such as tetanus and malaria. [WHO has confirmed cases of tetanus, typhoid and other infectious diseases in Gonaives.]

- There are still a critical number of people living in shelters, around 50,000.

- According to the National Committee for Food Security (French acronym: CNSA) 30% of the rice crop was wiped out by the storms and floods in addition to 20% of the banana crop. If we include maize, beans and wheat, the number is much higher, leading to a total agricultural loss estimate of 70% (Some Haitian government members have put the figure even higher). This destroys WFP's plans to purchase rice from Haitian farmers.

- US$100 million of crops have been destroyed; Haiti's progress has been set back six years (Source: Preval).

- USAID announced on 25/9 a $2 million investment fund ("Haiti Diaspora Investment Challenge Facility") to assist Haitian diaspora able and willing to partner with Haiti's private sector to create jobs (applications up to $100,000). On 24/9, US House of Reps approved $100 million for hurricane relief and reconstruction for Haiti and other Caribbean nations.

- The hurricane season in Haiti does not end until November.

WFP Emergency Response

- WFP Executive Director Josette Sheeran visited Haiti on September 26-27 and called on donor nations to fully fund urgent hunger needs and infrastructure rehabilitation in Haiti.

- WFP has supplied enough food to feed more than 514,000 people, including 320,000 in Gonaives.

- WFP has distributed 2,646 MT of rice, dried beans, vegetable oil, corn soya blend and high energy biscuits.

- WFP is currently delivering an average of 90 MT of food a day by road and sea to the Gonaives. On Friday, 605 MT of food was sent by sea to Gonaives.

- WFP is ready to start operations with a 200 MT landing craft that will arrive in Gonaives this week and from there start delivering food to those in coastal areas still not accessible any other way.

- WFP has delivered by helicopter some 7.2 MT of food commodities to Cazale, in partnership with local authorities. Distribution of enough food for 15 days is planned for some 2820 beneficiaries. The community of Cazale, in the West department has been inaccessible by road since the storms and hurricanes. A helicopter also delivered some 9.2MT of food commodities to Passecatabois for 2820 people, enough for 15 days.

- WFP is working closely with the government, sister UN agencies, donors and NGOs, including Caritas and Yele Haiti, to distribute aid.

- WFP coordinates all humanitarian logistics requirements in Haiti, as the lead agency in the Logistics Cluster.

- WFP has contracted four helicopters. WFP now has two operational helicopters with a third due to be operational this week.

- During the initial stages of the operation, the US and Canadian military Spanish Agency for International Cooperation assisted WFP with transportation needs

- The US Military has provided landing craft and heavy-lift helicopters to ensure a critical lifeline between Port-au-Prince and Gonaïves and other affected areas (ensuring a daily dispatch of 100MT of food).

- The Canadian naval frigate St John carried 330MT of food in three trips to the worst-affected communities in the South and South Eastern Departments.

- The Norwegian Red Cross has donated 20 6x6 off road trucks, small military vehicles that can navigate any terrain; the trucks are being shipped from Europe and will arrive in one month.

- The last night-time distribution in Gonaives took place on 22 September.

Resourcing

- WFP is appealing for US$54 million over the next 6 months to respond to the food needs of 800,000 people.

- This is part of a UN Flash Appeal for assistance to 800,000 people for 6 months launched on September 11. Total value $ 107 million:

Food: $ 34.3 million;

Logistics: $17.7 million - lease of 4 helicopters and a fleet of 6X6 trucks and a ship;

Telecoms: $ 0.7 million

- In response to the $54 million Flash Appeal, WFP received a US$905,000 donation for air operations so far from ECHO.

- WFP will run out of food as early as November, if distributions can be undertaken as planned. It takes at least three months to procure and ship food to Haiti.

- Through a combination of interventions WFP Haiti plans to assist up to 1.9 million persons during the next 6 months.

- Total EMMA allocations to Haiti: $41.6 million.

- Total resources contributed to Haiti (all operations) since 1 January: $70 million.

WFP in Haiti

- Present in Haiti since 1969.

- Runs extensive school feeding, food-for-work and other programmes for vulnerable people in Haiti. Before the crisis, had a $US123.9 million PRRO targeting 2.3 million people.

- Programme to assist HIV/AIDS affected people rose from 217,000 in April to more than 300,000 in June.

- Put in place food/cash for work programmes to support the improvement of rural infrastructure and of secondary and tertiary road networks (will assist 100,000 people)

- Has 143 local employees (of which 33 international).

Haiti and high food prices

- The hurricanes came when Haitians were still reeling from food and fuel price hikes. This global food crisis hit Haiti particularly hard because it imports more than 50% of its food and 80% of its rice.

- The price of imported rice increased by over 60 percent from October 2007 to April 2008, while imported wheat flour increased by 73 percent, and maize by 91 percent. With the storms' severe and widespread destruction, food prices are again climbing in most areas.

- According to the Government's National Committee for Food Security, between 2.8 and 3.3 million people are going to bed hungry every night.

- Haiti's primary crops include rice, beans and manioc (banana); Food production covers only 43 percent of the population's needs (imports cover 52 percent and food aid 5 percent).

- WFP is about to do some small scale local procurement of imported rice (local supplies from the recent harvest were destroyed by the storms).

- Previous local procurement involved a partnership between WFP and the French Embassy by which the latter bought rice, maize and beans from small farmers organisations and donated it in kind (full cost recovery) to WFP projects in Haiti. Local procurement history:

- 56% percent of the Haitian population (5.1 million) live on less than US$1 a day and 4.3 million are undernourished. 60 percent of household income goes toward food.

- About 76 % of Haitians live below the poverty line (US$2 per day).

- Haiti is the poorest country in the Western hemisphere. It is ranked 146th of 177 on the 2007 Human Development Index.

- Food production covers only 43 percent of the population's consumption needs (imports cover 52 percent and food aid 5 percent).

- Haiti is also one of the three countries with the highest daily caloric deficit per person (460 kcal/day below the daily requirement of 2,100 kcal/day), with a total of 47% of the population undernourished.

WFP School Feeding in Haiti

- Currently targeting 500,000 children in Haiti with school feeding.

- Under the PRRO, WFP was providing school meals to 400,000 children. WFP also provided take-home rations to families in the school-feeding network during summer camps (516,000 people in July and August).

- Costs WFP Haiti US$6 per month per child (US$18.3 million from Sept 2008 through February 2009 in more than 700 schools).

- WFP has had to divert food from school feeding programmes and other ongoing programmes although it will resume in those areas reachable by road when schools start again in October.

- School opening was delayed for one month. Schools may not open in Gonaives until November.

Other

- On September 13, Haitian-born performing artist Wyclef Jean and actor Matt Damon visited the towns of Gonaives and Cabaret, two of the hardest-hit regions. The stars handed out much-needed food and other emergency assistance goods.

- On September 20, UNICEF Goodwill Ambassador/actress Mia Farrow went to Haiti on a five-day tour where she visited Gonaives and Cabaret to witness the destruction caused by the storms and to raise awareness of the thousands of children left homeless and hungry.
