Haiti says it can't accept U.S. deportees
Storm damage has crippled island nation, leader says
MIAMI — Haitian President Rene Preval on Friday said his storm-ravaged country will no longer be able to accept U.S. deportees and — for the first time — publicly called on the Bush administration to allow undocumented Haitians living in the United States to remain until their homeland recovers.
"Haiti will no longer be able to receive the deported individuals that the United States sends us on a regular basis," Preval said at the closing address at the Americas Conference in Coral Gables, Fla.
"This is the occasion for the United States administration to put in place for Haitians the benefit of TPS, the Temporary Protected Status, that has already been granted to other countries in the region such as El Salvador, Honduras and Nicaragua," he said.
Following Hurricane Mitch in 1998, Washington granted the Central American countries TPS, which was recently renewed.
Four storms this year have raked Haiti, leaving destruction in their wake and hundreds dead. The U.S. Immigration and Customs Enforcement last month temporarily halted deportations to Haiti but said it would review its decision on a day-to-day basis. The U.S. Department of Homeland Security declined to comment Friday.
The United Nations, which issued a $108 million urgent appeal on behalf of Haiti shortly after the hurricanes, has had a hard time attracting support. So far only 17 percent has been collected.
Preval encouraged Haitians living abroad to come back and contribute.
"We are waiting for you," he said.

Re: Haiti says it can't accept U.S. deportees. Pale yo, Preval.

1) Afghanistan
2) Burundi
3) The Democratic Republic of the Congo
4) Haiti
5) Iraq
6) Liberia
7) Rwanda
8.- Zimbabwe

And of course we cannot take them to Haiti without the Haitian Government's permission and so if the Haitian Government is putting forward points of view about their difficulties and we are insensitive to it, I think you would end up with a situation that is a stalemate.
Mr. Ingraham said Haiti was kind enough to take back 83 illegal immigrants who were intercepted near the southern Bahamas island of Inagua last week, adding that the United States Government was kind enough to transport the Haitian nationals back to Haiti via its Coast Guard.
.................................................................................................
Kanada pa yon paswa ka p bay piyay.
Eksepsyon tyès pati se pou fasilite Kanada ak USA lan degrennen refijye.
Pa gen bagay konsa pou Ayisyen, paske yo pq kalifye.

There are two ways to claim refugee protection in Canada:
1) You can make a claim when you arrive in Canada, at the point of entry. This could be at an airport, a seaport or a land border with the United States of America.
2) You can go to any Citizenship and Immigration Canada (CIC) office in Canada. All you have to do is tell a CIC officer that you want to make a refugee claim.
....
http://www.cic.gc.ca/english/refugees/inside/apply-how.asp
The Safe Third Country Agreement between Canada and the United States (U.S.) is part of the U.S.–Canada Smart Border Action Plan.
Under the Agreement, refugee claimants are required to request refugee protection in the first safe country they arrive in, unless they qualify for an exception to the Agreement.
...
Exceptions to the Agreement consider the importance of family unity, the best interests of children and the public interest.
There are four types of exceptions:
1) Family member exceptions
2) Unaccompanied minors exception
3) Document holder exceptions
4) Public interest exceptions
...
Public interest exceptions
Refugee claimants may qualify under this category of exceptions if:
1) they have been charged with or convicted of an offence that could subject them to the death penalty in the U.S. or in a third country. However, a refugee claimant is ineligible if he or she has been found inadmissible in Canada on the grounds of security, for violating human or international rights, or for serious criminality, if the Minister finds the person to be a danger to the public;
2) they are nationals of countries for which Canada has imposed a temporary suspension of removals**. This does not apply to people who are found inadmissible in Canada on the grounds of security, for violating human or international rights, or for criminality.
....
