White House Meeting to Decide What in Haiti ?

White House Convenes Haitian-American Leaders Today for Talk on Haiti

WASHINGTON, DC - A small delegation of Haitian-Americans is scheduled to meet today with top officials from the Obama Administration in order to discuss a wide range of issues regarding Haiti where there is an on-going political impasse.
Finding a fair and satisfactory resolution to the impasse may imply the use of extra constitutional measures that may not be popular within the international community which has persuaded President Rene Preval to place the Haiti Elections on life support pending the finding of the Organization of American States (OAS).
The topic expected to be discussed at the meeting include the merit to totally cancel the Haiti recent elections as proposed by the group of 12 and major civil society groups in the country and other Haitian organizations abroad, and appoint a government council temporarily and whose objective would be to implement measures to prepare credible elections.
Other discussion items may include the slow-pace of the Haiti Reconstruction process, deportation of Haitian nationals in the cholera ravaged Haiti, providing a lifeline to Haiti quake victims currently residing in the United States, the admission of some 55,000 Haitian Nationals who have been approved for U.S Immigrant visa and still stuck in Haiti, and the practice of the United States Coast Guard to summarily repatriate Haitian Nationals intercepted in high seas.
Top officials from several federal agencies like the State Department, the Department of Homeland Security, USAID, and the National Security Council (NSC) are expected to provide briefing to the group. We are not certain if we should be optimistic about the outcomes of this gathering or whether we are being called to serve as a rubber stamp for pre-established decisions regarding the homeland, said Jean-Robert Lafortune of the Haitian-American Grassroots Coalition (HAGC) who has been invited to join the discussions with the Administration. We would have liked that President Bill Clinton be requested to join and share with us his vision and priorities for our homeland, continues Lafortune.

Earlier today, Vice President Biden met with a broad group of Haitian-American leaders to discuss the United States' lasting commitment to Haiti. The Vice President underscored the important work the United States and our international partners have engaged upon in partnership with the Haitian people since last year's devastating earthquake.
The Vice President and the Haitian-American leaders were joined by a team of senior U.S. government officials who discussed the whole-of-government U.S. effort relating to Haiti and the unprecedented challenges that remain for recovery and reconstruction efforts.

Le vice-président des Etats-Unis, Joe Biden, a eu jeudi des discussions avec un groupe d’haïtiano-américains sur la contribution de son pays à la reconstruction d’Haïti, un an après le séisme qui l’avait considérablement dévastée le 12 janvier, a annoncé la Maison Blanche.
Le numéro deux américain a souligné à l’attention de ses interlocuteurs "l’important travail que Washington et ses partenaires internationaux ont développé conjointement avec le peuple haïtien depuis le tremblement de terre dévastateur", selon un communiqué rendu public à Washington.
Egalement présents à cette réunion, des hauts fonctionnaires de l’administration Obama ont mis en relief les tâches accomplies par les Etats-Unis en Haïti et les "défis sans précédent qui doivent être relevés dans les efforts de redressement et de reconstruction".
Premier des donateurs bilatéraux d’Haïti, les Etats-Unis rappellent avoir approuvé, par l’intermédiaire de divers organismes fédéraux, plus de deux milliards de dollars d’assistance humanitaire depuis la tragédie du 12 janvier à l’origine de 300.000 morts, 300.000 blessés et 1,5 million de sinistrés.
Cependant, seulement 1,150 milliard ont été décaissés à travers un mécanisme d’urgence.
Près de 920 millions de dollars supplémentaires n’ont pas encore reçu le feu vert du Congrès et demeurent par conséquent bloqués pour des raisons administratives et procédurières.
De plus, Washington fait partie des pays et institutions internationales à s’être engagés à fournir à Haïti une aide à la reconstruction de 10 milliards sur cinq ans.
Piloté par la Commission intérimaire pour la reconstruction (CIRH), une entité controversée placée sous la co-présidence de l’ex-Président américain, Bill Clinton et du Premier ministre, Jean-Max Bellerive, ce processus a été conduit jusqu’ici sans la participation des haïtiens, dans l’opacité la plus totale avec un bilan jugé insignifiant. spp/Radio Kiskeya
