Ex-coup Leader, DEA Fugitive Wins Haitian Senate Seat

A former Haitian coup leader wanted by the U.S. Drug Enforcement Administration for alleged cocaine trafficking and money laundering has won election to Haiti's Senate, according to preliminary results released by the electoral council.

Guy Philippe defeated all other candidates in the second round of elections, held on Nov. 20, for the southwestern Grand Anse region, which is still recovering from the damage inflicted by Hurricane Matthew.

"Victory, thank you Grand Anse," said a message posted on Philippe's Facebook page late on Sunday. "My fellow compatriots, together we will accomplish and live a patriotic act of faith."

In Haiti, losing candidates have a period in which to file complaints about the results. If Philippe's win stands, he would take office for a six-year term early next year.

In 2004, the former police officer, who Human Rights Watch said had overseen extrajudicial killings, was a prominent figure in a coup d'etat against President Jean-Bertrand Aristide.

His election underscores political turmoil in impoverished Haiti, which is still struggling to establish democratic institutions more than 20 years after it threw off a dictatorship.

The DEA has a longstanding arrest warrant against Philippe and lists him as one of its Most Wanted Fugitives, accusing him of conspiracy to import cocaine and launder monetary instruments. He has denied the accusations and said the United States has no legal jurisdiction to make arrests in Haiti.

DEA agents backed by Haitian police made a failed bid to arrest Philippe in 2007. He was not at home when the agents showed up. A U.S. embassy spokesman said it had no official position on Philippe's electoral victory. The DEA was not immediately available for comment.

Earlier this year, Philippe threatened an uprising against any transitional government put in place after President Michel Martelly left power with no elected successor. He was later suspected of involvement in an attack on police headquarters in the southern Haitian city of Les Cayes that killed at least six people.

One of the detained gunmen said Philippe had commissioned the assault, which involved some 50 men.

Haitian police issued a warrant for Phillipe's arrest after the attack in Les Cayes. His lawyers have argued that the warrant was invalid because he was a candidate.

Election to Haiti's parliament will mean that Philippe will have legal immunity from some but not all criminal proceedings.

Of the 13 preliminary Senate election results announced on Sunday, three seats were picked up by Martelly's Bald Heads Party (PHTK). Philippe, who ran for a coalition of parties, campaigned with Jovenel Moise, PHTK's pick for president and the winner of the presidential elections.

This was not the mainstream’s first foray into the business of manipulating elections. In December 2014, Reuters, AP, Miami Herald, and Huffington Post,among others, declared Evans Paul to be prime minister of Haiti without the requisite approval of the parliament, and it was so. Something similar was done when they called California for Hillary Clinton, before the votes were counted, and handed her the democratic primaries against Bernie Sanders in June 2016. Now mainstream outfits, including the BBC, New York Times, Guardian, and Fox News are trying to make Jovenel Moise Haiti’s president by pretending not to know the difference between a preliminary and a final result.

In Haiti, there is a constitutionally allowed period during which candidates may contest the preliminary results of an election. Such contests are routine, and the results are often changed by them. The foreign correspondents in Haiti know this, but they prefer to ignore it. It is a fact that Haiti’s top three political parties (LAPEH, Pitit Desalin, and Fanmi Lavalas) are all contesting the presidential elections of November 20, 2016. As the LAPEH candidate, Jude Celestin, points out, the aim is not so much to increase their percentage of the vote, but to prove that the election was rigged and force a rejection of any candidate who illegally tried to cook the vote. Preliminary results of the election were announced on Monday, November 28. Until the election results are published in the government’s newspaper, Le Moniteur, on December 29, 2016, they are not final.

Ces contestations sont usuelles et les résultats se trouvent souvent changés par elles. Les correspondants de presse étrangère le savent fort bien, mais ils ont choisi de l'ignorer. C'est un fait que les trois partis haïtiens les plus importants (LAPEH, Pitit Desalin, and Fanmi Lavalas) contestent tous les résultats des élections présidentielles du 20 novembre 2016. Ainsi que l'a fait remarquer le candidat de LAPEH, Jude Célestin, le but n'est pas tant d'augmenter le nombre de leurs votes, mais d'apporter les preuves que les élections ont été manigancées; et de forcer à l'éjection de quel que soit le candidat qui aura essayé de "cuisiner ", de fabriquer le vote. Les résultats préliminaires du vote ont été annoncés le lundi 28 novembre. Avant qu'ils ne soient publiés dans le journal du gouvernement, Le Moniteur, ils ne peuvent être considérés comme finals.

Haiti is an occupied country. Make no mistake about it: the foreign correspondents who populate Port-au-Prince’s bougainvillea covered hills, along with the non-governmental organization people, are complicit with the occupation. Free and fair elections of a nationalistic government would cost them their undeserved jobs as well as their colonial lifestyles with a retinue of servants inside gated clusters of whites-only-allowed villas. Jovenel Moise would continue Hillary and Bill Clinton’s policies, lay the groundwork for a Michel Martelly return in five years, and himself return five years later. This would represent a total of 20 years of uninterrupted Clinton-wrought destruction of Haitians, but the expatriates in Haiti would luxuriate in an intoxicating tropical paradise.

Haïti est un pays occupé. Ne vous méprenez pas sur les correspondants de la presse étrangère, résidents dans les montagnes fleuries de bougainvilliers qui s'élèvent au-dessus de Port-au-Prince. Ensemble avec les les ONG, ils sont complices de l'occupation. Jovenel Moïse poursuivra la politique de Hillary et Bill Clinton, préparer le terrain pour un retour de Michel Martelly dans cinq ans, et son retour à lui cinq ans après. Ce qui devrait représenter un total de vingt années ininterrompues de la destruction forgée en fer des Clinton d'Haïti, mais les expatriés en Haïti s'épanouiront dans un paradis tropical intoxique

The fuzzy numbers of Haiti’s Elections: Byen Konte, Mal Kalkile

When their work is viewed in this context, it is not surprising that Haiti’s foreign correspondents have failed to ask any serious question about an election that cries out to be examined.

According to the Interim Electoral Commission (CEP), the number of Haiti’s voters on November 20 was exactly 1.0 million. This could, of course, signify nothing. On the other hand, it could mean that our cheats, not being fluent in arithmetic, prefer their numbers round. Before the vote, the CEP reported the total number of eligible voters to be 6.2 million; but after the vote, the same CEP said that 1.0 million voters amounted to 21 percent of the electorate. This would instead put the number of eligible voters at 4.8 million, and it begs the question: what happened to 1.4 million Haitian voters? These days, most of Haiti’s problems are blamed on Hurricane Matthew. It might be entertaining to watch the CEP try to lose more than a million people to a hurricane.

Une fois leur travail vu dans ce contexte il n'est pas étonnant que les correspondants de la presse étrangère se soient abstenus de poser aucune question sérieuse sur une élection qui "crie " d'être examinée.

Selon le CEP, le nombre des votants haïtiens du 20 novembre était exactement 1 million. Ce qui bien entendu peut ne rien signifier. D'un autre côté, cela pourrait dire que nos tricheurs n''étant pas forts en arithmétique préfèrent les chiffres ronds. Avant le vote, le CEP a déclaré que le nombre total de personnes possédant les qualités requises pour voter était de 6.2 millions.

Mais après le vote, le même CEP a déclaré que les 1 millions de personnes ayant voté représentaient 2% de l'électorat. Ce qui, mathématiquement, devrait nous donner 4.8 millions de personnes ( et non les 6.2 annoncés par le CEP). Ce qui conduit à la question : où sont passés les 1.4 millions d'électeurs haïtiens ? Ces derniers temps, la majorité des problèmes rencontrés sont dits être de la faute à l'ouragan Matthew, il pourrait être amusant de regarder le CEP essayer de rendre responsable l'Ouragan Matthew de la disparition de plus d'1 millions d'électeurs

The PHTK candidate and darling of the international community, Jovenel Moise, was assigned 55.67 percent of the preliminary vote. This is a laughable degree of accuracy, since Haiti’s human rights groups and political parties estimate that 50 percent of the votes were irregular. Speaking of the irregular vote: if we grant a turnout of 1.0 million voters out of 6.2 million, and discard a 50-percent zombie vote, then we’re left with the conclusion that only 8 percent of Haiti’s voters showed up to the polls. In other words, 92 percent of Haiti’s voters once again boycotted the charade of an election under foreign occupation.

Le candidat du PHTK et le chéri de la communauté internationale, Jovenel Moïse, a eu droit à 55.67% de voix dans le vote préliminaire. Il s'agit là, d'un niveau risible de précision. Etant donné que les organisations des droits humains haïtiens et les partis politiques estiment que 50% des votes sont irréguliers.

En parlant de votes irréguliers : si l'on chiffre les ayant votés à 1 million et qu'on enlève ce million des 6.2 millions électeurs potentiels, on en arrive à la conclusion que seulement 8% des des électeurs haïtiens se sont présentés aux bureaux de vote. En d'autres termes, 92% des électeurs haïtiens ont, une fois de plus, boycotté la fable d'élections sous occupation.
