why the cep is wrong and their arguments invalid ::
with regard to the dead people on the list :
the Cep argues that even if someone were to vote in place of a dead person, that person would invalidate his or her own vote because of the inked finger that would last for more than 24 hours. so as their arguments go, that PERSON would not be able to vote again, so voting in place of a dead person is essentially equivalent to voting for oneself.
refutation: but that is assuming that person was supposed to be voting in the first place. on the surface, this arguments makes sense, but fundamentally it is flawed. first of all, minors or people that failed to register on time could assume the names of these dead people on the voter registration list. so, in such instances, that would be fraudulent and would have a coercive impact on the outcome.
secondly, there was a systematic reregistration of identifications after the earthquake that was used to match the electoral registration system. so, so citizens who perished in the earthquake could not have filled out the new forms for new identification cards to the point of being on a voter list. in addition, it would be irresponsible and impossible for the ministry of interior to use the old list because so many personal data were lost during the earthquake that new identification cards were issued post earthquake. so, who filled out the new identification forms for the dead people in order for them to be on the new voter registration list? the fact that people who on center A the last time were on center B this time around suggests that the old registration list was discarded. so, who initiates the reregistration of those who perished during the earthquake? not their parents, and certainly not the dead people themselves.
there were only 56 affected polling stations:
refutation: the west department accounts for 40% of the vote, the centers in the most populous districts in the west department were paralyzed. if people from Carrefour, Petion-ville, and Cite Soleil ended up with non-operating polling stations, even a conservative estimate would put it least at 200 non-operating polling stations.
polls are to be closed at 4 pm:
now if the cep confirms that these 56 polling stations have had legitimate logistical problems and that the complaints there are legitimate, then in the spirit of democracy and responsibility, the Cep should have at least allowed these polling stations to operate past 4 pm as of compensating for that logistical glitch.
