Time for Mr. Balaguer to Let Go

Published: August 22, 1994

The United States faces a difficult choice in its relations with the Dominican Republic: accept the results of a questionable election, or refuse to recognize 87-year-old Joaquin Balaguer as legitimate President. Mr. Balaguer has had his day, and the U.S. should not help him hold on to power.

Mr. Balaguer's opponent, Jose Francisco Pena Gomez, claims that 200,000 people, mostly his own supporters, were illegally deprived of their votes in the elections last spring. International observers found these claims credible. Still, the country's election commission certified Mr. Balaguer's victory, with a margin of 22,000-odd votes.

Mr. Balaguer is no stranger to allegations of fraud. But the U.S. has never made much fuss when his victories were questioned in the past; political stability was given a higher value than democratic principle. Mr. Balaguer's last opponent, Juan Bosch, went quietly. But Mr. Pena Gomez has vowed he will not be so cooperative, and his followers threatened national strikes when the election results were certified.

Earlier this month it seemed a solution had been found. Mr. Balaguer agreed to call new elections next year. But last week Mr. Balaguer's party killed the plan in the National Assembly, voting to hold elections in 1996 instead.

At his inauguration for a seventh term, Mr. Balaguer assailed the U.S. for "intrusion" into Dominican affairs, referring to its criticism of the conduct of the election.

Despite Washington's criticism, Ambassador Donna Hrinak attended Mr. Balaguer's inauguration. That sent an unfortunate message. His legitimacy is questionable, and he serves no U.S. purpose. He has been less than cooperative in enforcing the embargo against Haiti's illegal junta. He dislikes the Haitian President, Jean-Bertrand Aristide, and has had cordial relations with Lieut. Gen. Raoul Cedras, who leads Haiti's illegitimate government.

His hold on power will only spell instability in the Dominican Republic, since Mr. Pena Gomez -- who supports President Aristide -- and his followers are unlikely to accept his leadership. The U.S. and the rest of the international community need to support him only as interim President until he can get his party to go along with the deal he agreed to: new elections next year.

Dominican Republic Holds Runoff, Capping Fierce Race

SANTO DOMINGO, Dominican Republic, June 30—  Both presidential candidates are men of the left who have scrambled back toward the center. As a result, the runoff vote here today has been transformed into a brutal struggle for power in which ideology means virtually nothing and personalities, feuds, grudges, innuendo and deal-making have determined almost everything.

After months of campaigning and a preliminary round of balloting six weeks ago, voters in this Caribbean nation of 7.5 million turned out in large numbers to choose between Leonel Fernandez Reyna of the Dominican Liberation Party and Jose Francisco Pena Gomez of the Dominican Revolutionary Party. Final results are not expected until late Monday.

With little of substance to differentiate the candidates, the outcome is expected to turn on whose style and image proves more appealing.

Almost unknown three years ago, Mr. Fernandez, 42, a suave lawyer who grew up in New York, has packaged himself as embodying "a generational change of command" but counts on the support of the country's old guard.

Mr. Pena Gomez, on the other hand, is a veteran politician and firebrand orator in the Latin American tradition who portrays himself as the target of a racist plot organized by his opponent's main ally.

"This has been a dirty, negative campaign on both sides," complained Carlos Dore Cabral, a prominent magazine columnist and political science professor. "The important issues have not been ventilated, and the electorate has been fed a diet of intrigue and animosity, of charges and countercharges."

Both candidates began their careers as proteges of Juan Bosch, the 87-year-old patriarch of the Dominican left, famous for his "anti-imperialist" and anti-American oratory.

Their platforms are nearly identical, pledging to stamp out the corruption, poverty and authoritarianism that have always plagued this country, the largest source of recent immigrants to New York City.

"We're Coke and they're Pepsi," one adviser to Mr. Fernandez acknowledged. "That's why we hate each other so much."

The vote is expected to be extremely tight. An opinion poll conducted by the Gallup organization and published Wednesday by the newsmagazine Rumbo shows Mr. Fernandez, who finished second in the first round of balloting on May 16, with the support of 51 percent of voters and Mr. Pena Gomez favored by 46 percent, virtually the same share he received in the first round, when he fell just short of the majority required to avoid a runoff.

Three percent of voters described themselves as undecided, and the margin of sampling error in the poll was 2.5 percent. That forecast left both candidates predicting victory and election observers worrying that this country might be in for another bout of the political turbulence and accusations of vote fraud that have followed every election here since the collapse of Rafael Trujillo's dictatorship in 1961.

Initial returns tonight conformed to predictions. With 68 percent of precincts reporting, Mr. Fernandez had 51.2 percent of the votes, compared with 48.8 percent for Mr. Pena Gomez.

Regardless of their preferences, voters agree that this election is a watershed, and have consistently expressed a desire for change. The winner is to be sworn in on Aug. 16 for a four-year term, replacing the country's ailing President, Joaquin Balaguer, 89, who after seven terms over the last 35 years is reluctantly stepping down, unable to succeed himself as a result of recent constitutional reforms.

If elected, Mr. Pena Gomez, 59, a former elementary school teacher and radio sports announcer, would be the first black Dominican to serve as President in this century.

"I think my victory would be a good thing, a healthy thing, not just for the Dominican Republic, but for all of Ibero-America," Mr. Pena Gomez, who has also served as Mayor of the capital and is making his third run for the presidency, said in an interview. "It would represent a resounding defeat for racial and social discrimination anywhere it rears its head."

But throughout the campaign, his enemies have sought to use his background against him, suggesting that he is not really a Dominican, but rather an agent of neighboring Haiti and an adept of voodoo intent on undoing 150 years of history by reuniting the island of Hispaniola under Haitian rule.

Born in the northwestern province of Valverde, Mr. Pena Gomez was separated from his parents as a newborn when the Trujillo dictatorship massacred some 15,000 Haitians and Dominicans of Haitian descent in 1937. Various biographies and news reports say Mr. Pena Gomez's father, August Vincent, was killed and his mother fled to Haiti.

As a foundling, Mr. Pena Gomez was taken in and raised by a poor couple, whose name he took, with the approval of the wealthy family on whose ranch they lived. In an ironic twist much savored by the poor, dark-skinned voters who are the backbone of his support, the scion of that land-owning family, Fernando Alvarez Bogaert, is now Mr. Pena Gomez's running mate.

At the time of the 1937 massacre, Mr. Balaguer was the Foreign Minister of the Trujillo dictatorship and is said by Dominican historians to have overseen the killing of the Haitians. The enmity between the President and Mr. Pena Gomez is deep and longstanding, and Mr. Balaguer, author of a notoriously racist tract called "The Island in Reverse," has repeatedly urged his followers to vote for "the authentic Dominican" and avoid "unstable" candidates.

Mr. Balaguer's hatred of Mr. Pena Gomez runs so deep that the President has even been willing to overlook grudges dating back to the 1930's and ally himself with Mr. Bosch, his lifelong rival and fellow octogenarian, who supports Mr. Fernandez, in an alliance of convenience called the Patriotic Front.

That development has tainted Mr. Fernandez's claim to represent "the new road" and raised concerns among voters that Mr. Balaguer would retain a dominant role in a Fernandez administration.

Mr. Fernandez has rejected all charges of race-baiting, saying it is Mr. Pena Gomez who is playing the race card demagogically. His opponent's objective, Mr. Fernandez argued, is to create sympathy for himself abroad as a victim of bigotry and lay the groundwork for a challenge to the outcome if he loses.

"This is not some competition between Robert Redford and Nelson Mandela," Mr. Fernandez scoffed during a recent interview. "Look at me. I myself am not white. The population in this country is predominantly mulatto, and I too am a mixture of white and black. So how can anyone talk of a racist campaign?"

For his part, Mr. Fernandez also has personal ties to a foreign country that looms large in Dominican history -- in this case, the United States -- and his own tale of a rise from humble origins.

Though born here, Mr. Fernandez joined his immigrant mother in New York City as a 7-year-old, attending elementary and high school in Manhattan before returning home to enroll in college and become a successful lawyer, journalist and professor.

During his decade-long residence in Manhattan, Mr. Fernandez acquired a taste for such artifacts of American pop culture as rock-and-roll and basketball, a sport he still plays with considerable skill.

One of his campaign commercials, intended to project an image of youthful vigor, shows him sinking one shot after another from the three-point line. He learned to speak English so well that his accent is more that of a New Yorker than of a Spanish-speaker.

"Leonel Fernandez is the Dominican equivalent of Benjamin Netanyahu," a Latin American diplomat here said, referring to Israel's new American-educated Prime Minister. "There's no question that he's Dominican to the core, but because he lived in the United States so long, he can talk and act just like an American whenever he wants to."
