Haiti and Dominican Republic Urged to Fight Mosquito Illnesses Together

The Carter Center has called for a joint effort to eliminate two mosquito-borne diseases, malaria and lymphatic filariasis, from their last foothold in the Caribbean: the island of Hispaniola.

Haiti and the Dominican Republic split the island down the middle. Haiti is the hemisphere’s poorest country and has been roiled by political unrest, gang fighting and food riots. But the diseases cannot be eliminated unless both countries work together, and other islands are affected because malaria has been exported from Hispaniola to Jamaica and the Bahamas in the last two years.

“That impacts tourist revenues, plus there’s the cost of people who are too sick to work,” said Dr. Donald R. Hopkins, chairman of the International Task Force for Disease Eradication, which is based at the Carter Center.

Malaria kills, especially children and pregnant women; lymphatic filariasis, better known as “elephantiasis,” causes grotesque swelling of the legs and scrotum that leaves victims miserable and with difficulty walking.

Different mosquito species transmit each disease, but a drive incorporating nets, insecticides and cheap medicines could eliminate both, Dr. Hopkins said.

“Haiti could do more,” he added. “We want to get the countries together on the border so they can see how aggressive the Dominican Republic is about this.”

As a start, the center is asking the two nations to cooperatively tackle malaria in two towns facing each other across the Massacre River Bridge: Dajabón, Dominican Republic, and Ouanaminthe, Haiti.
