WASHINGTON -- On the heels of President Clinton's suggestion that tax breaks for the wealthy should continue into next year, former White House economic advisor Lawrence Summers joined the debate -- essentially agreeing that Congress should avoid sudden moves now but consider taxing wealthier earners in the future to rein in the mounting national debt.
