Why is Sen. Marco Rubio so anxious to have Laurent Lamothe in Haiti’s elections?

On July 15, arch-conservative presidential candidate Sen. Marco Rubio, a Florida Republican, will preside over a meeting of the U.S. Senate Foreign Relations Subcommittee on Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights, and Global Women’s Issues.

The hearing, which will be held at 2:30 p.m. in the Dirksen Senate Office Building in Room SD-419, is entitled an “Overview of U.S. Policy Towards Haiti Prior To the Elections,” and the principal witness will be Thomas C. Adams, the U.S. State Department’s Special Coordinator For Haiti.

Sen. Marco Rubio has already tacked on an amendment to the Assessing Progress in Haiti Act (APHA) of 2014, which now requires the State Department to provide “a description of any attempts to disqualify candidates for political office in Haiti for political reasons.”

Rubio’s amendment stems from concern in many U.S. government quarters about the disqualification last month by the Provisional Electoral Council (CEP) of former Haitian Prime Minister Laurent Lamothe, whom the U.S. views as an ally in rebellious Haiti.

James Morrell, the executive director of the Haiti Democracy Project (HDP), applauded Rubio’s amendment in an open letter where he decried the “exclusion of certain high-profile candidates who eschew violence, but seem to belong to the wrong political faction.” Morrell also lamented “the Haitian electoral commission’s inclusion of more than thirty-five notorious criminals as candidates for president, senate and lower house in Haiti, in violation of Haiti’s electoral law.” Morrell then calls on the U.S. government “to press the [CEP] for a reversal of [its] decisions,” a blatant violation of Haitian sovereignty.

The HDP was the principal Washington lobbyist and information clearing house for the political forces which supported the bloody Feb. 29, 2004, coup d’état against former President Jean-Bertrand Aristide, so one can easily devine whom Morrell views as “criminal” (i.e., coup victims and opponents) and who he thinks would “eschew violence” (i.e. coup supporters).

Stanley Lucas is another coup supporter and HDP associate who is a member of Lamothe’s team. He, along with former Lamothe minister Ralph Théano, apparently registered Lamothe as a presidential candidate for the Peasant’s Platform (Platform Peyizan) without the candidate’s consent, according to a purported phone conversation by Lamothe released on the Internet. Lucas gained national and international prominence in the years leading up to the 2004 coup as a zealous representative of the International Republican Institute (IRI), an arm of the U.S. government’s National Endowment for Democracy (NED), which advances Washington’s interests by meddling in the internal political affairs of countries around the world. Lucas was fired from IRI when he overstepped his paygrade by bad-mouthing and undermining then U.S. Ambassador to Haiti Brian Dean Curran.

Another Republican operative in Lamothe’s retinue is former IRI political consultant Damian Merlo, who left Haiti with the former prime minister when he resigned in the face of massive demonstrations in December 2014. In Haiti’s 2011 election, Merlo worked for the Spanish marketing firm Ostos & Sola, which was hired by Lamothe, the long-time business partner of then-candidate Michel Martelly. Prior to becoming the Martelly campaign’s point-man, Merlo worked on the presidential campaign of U.S. Republican John McCain, who headed IRI.

So, once again, Haiti is inserting itself into the U.S. presidential race, just as it did in 1992 (Clinton vs. Bush I). Republican candidates like Sen. Rubio, with IRI agents like Lucas and Merlo working with Lamothe, can be expected to needle Thomas Adams about whether the Democratic Obama administration is being “forceful” enough in protecting U.S. interests (and candidates) in Haiti, just as they are challenging Obama’s policies with respect to Cuba, Iran, and ISIS.

As we reported a few weeks ago, Damian Merlo has already complained that the Obama administration “cannot just stand on the sidelines and claim this is a ‘Haitian issue.’” He asserted that elections will not be “free and fair … if Lamothe is left out of race, and U.S. interests are also at stake.”

This will undoubtedly be the line of attack of Sen. Marco Rubio on July 15, as he tries to portray the Obama administrations as too “soft” and “weak” and seeks to muscle into Haiti’s sovereign electoral affairs.

Des individus qui se sont compromis comme Stanley Lucas n'échappent jamais à leur châtiment. Quoi qu'ils fassent, ils ne peuvent pas faire demi-tour. Stanley Lucas critique les politiciens et les partis politiques en Haiti en affirmant que personne n'offre de solutions aux problèmes du pays, en signalant la précarité de l'économie haïtienne, en dénonçant les magouilleurs qui se préparent à voler les élections. Peu de gens ne tomberaient pas d'accord avec ces commentaires si on n'était pas au courant des actes de ce cancrelat.

En passant, c'est inscrit en haut de page du site de radio Energy Boston Micky's.

J'ai tiré ma conclusion sur les interventions de ces restavèk: ils craignent tous Lavalas et son chef même si, ces temps-ci, pour une raison que seuls eux-mêmes savent, ils osent à peine prononcer le nom de JBA tout en souhaitant qu'il prenne la parole et revienne avec un discours enflammé comme des chiens attendant un os à croquer.

Ce ne sont pas seulement les médias en Haïti qui nagent dans la médiocrité. J'ai entendu Stanley Lucas à partir d'une station de radio à Boston. Lui qui ne rate jamais une occasion pour déclarer son allégeance au pouvoir Tèt kale n'a pas une seule fois mentionné le nom de Martelly. Cela confirme sa prise de position en faveur de Lamothe. Etant un pro-américain, il n'a pas eu de difficulté à se ranger du côté des républicains cette fois-ci pour promouvoir son nouveau poulain Lamothe. Ce bluffer s'accroche vainement à sa prétention de faire des présidents.

Sur une note plus "positive", j'ai entendu sur une autre station un intervenant très impliqué dans la politique et dans sa région s'alarmer de l'état du pays. Même s'il ne ressemble pas à un pro-lavalas, il a reconnu que tous les groupes en vue sont à la remorque de ces patrons-là et manifeste une certaine crainte que Lavalas se mette à jouer à ce jeu-là. A bon entendeur, salut!

A top U.S. official stunned some Washington lawmakers Wednesday with testimony that Haiti needs as much as $50 million to carry out successful elections this year.

The declaration during a Senate Foreign Relationssubcommittee on Western Hemisphere hearing comes just three weeks before Haiti is scheduled to hold the first of three critical elections.

“There is a fairly good chance (the election) will happen,” Thomas Adams, the State Department’s special coordinator for Haiti, said about the scheduled Aug. 9 elections to restore Haiti’s parliament. “But there are still a few issues left. One is a lack of funding.”

Adam’s whopping $50 million figure during his testimony caused Sen. Barbara Boxer, D-Calif., to ask, “How many people live in Haiti?”
“Eleven million,” Adams said.

“And you need $50 million to pull off an election?” Boxer said.

Adams revelation during the hearing, chaired by Florida Republican and U.S. presidential candidate Marco Rubio, came a day before a United Nations’ donor conference in New York to help fill Haiti’s funding gap. U.N. officials and Haitian Prime Minister Evans Paul, who will be attending, hope to raise $31 million to cover the second and possibly third rounds of voting.

Adams said his higher figure includes other costs, such as electoral observation and support for the Haitian National Police, which will have to shoulder most of the responsibility for security.

“It is a complex electoral process,” a high-ranking U.N. official said during a briefing about Thursday’s conference, describing Haiti’s election timetable as “a major undertaking.”

With almost every elected office up for grabs, about 40,000 candidates have registered for 6,102 posts, including president. Runoffs for the legislative races are scheduled for Oct. 25, which is also the first round of presidential elections. Voting for local elections, which should have been held in 2011, also will be held that day.

Should no one win the presidential race outright, runoffs are scheduled for Dec. 27.

U.N. officials acknowledge that some challenges remain including excluded candidates insisting on their reinstatement by the Provisional Electoral Council, but say Haiti is on track.

“All things considered, this council for the first time, has been a council that has managed to build up a certain degree of credibility with the actors in the process where at the middle of 2014, for instance, there were many political parties who indicated that they would not go to elections under this administration,” the U.N. official said. “Across the board, political parties have signed up to participate, the candidates have signed up to participate.”

At the hearing, Rubio, who also noted concerns about Haiti’s ongoing border dispute with the Dominican Republic and U.S. spending in Haiti, said he is now “cautiously optimistic that a new democratically elected government will be inaugurated.”

“When Haiti is stable and prosperous, America benefits,” he said. “When Haiti is unstable, unsecure and lacking in opportunity for its people, it creates vacuums where criminal gangs — or worse — can operate. And it can lead to migratory pressures in the U.S. — or disastrous and deadly tragedies on the high seas.”
