Concernant les $20 millions octroyés par la Banque Mondiale à Haiti.
Ezili Dantò/HLLN Note on the recent announcement of a $20 million grant to Haiti from the World Bank for storm recovery (see article below):
If the World Bank and their International Financial Institutions (IFIs) would simply stop forcing neo-liberal economic policies on Haiti that bring death, disaster and famine, and CANCEL the old debts it has forced down Haiti's throat to the tune of almost $2 billion at a payment schedule of almost $6 million for Haiti to pay these institutions, PER MONTH, then Haiti could finance its own reconstruction of the fallen bridges and rebuild its own civil preparedness structures.
But, how can Haiti recover from decades upon decades of World Bank economic embezzlement, financial colonialism and USAID death policies, if these tentacles won’t be budged.
And if everyone is bamboozled by Zoellicks’ most recent public relations “$20 million grant” attempt at putting lipstick on the gluttonous and absolete World Bank pig.
Besides the fact that this so-called "grant" probably comes with some ONEROUS World Bank conditions that serves the interests of the global elites and artificial legal entities (new East Indian trade companies) whom the World Bank was created to protect, and thus cannot be counted upon to put the welfare of the people of Haiti first.
The other issue to follow is how much of this meager $20 million "grant" money - (which amount Haiti could raise itself if it wasn't paying off repugnant World Bank debts in the first place) - will go back into the pockets of World Bank fat-cat contractors for "technical assistance" - that is primarily for their salaries and fees to provide "advice" to "dim-witted" Haitians on how to construct or maintain fallen bridges and strengthen
institutional capacity at the Ministry of Public works for civil preparedness.
You can bet the ol' homestead that more than 80% per cent of this $20 million will simply end up back in World Bank pockets for salaries and fees. True that!!!
It would be a welcomed change, if in fact, Frantz Verella, Haiti's Minister of Public Works, who is eminently qualified and could step up to any of these World Bank drones who appoint themselves "experts' would step aside and allow that the $20 million is used towards reconstruction or repair of the six major bridges in Haiti - Mirebalais bridge, Montrouis bridge, Site Soley to Croix-des-Bouquets bridge at Route 9, Grand-Goave, Cayes-Jacmel temporary bridge, Miragoane Bridge at Berquin - broken or destroyed due to the last four September 2008 storms.
Of course, the World Bank could easily appoint just one drone the task of reporting, supervising, pressing for accountability, transparency and keep track of the quality of the work and that the budget is being used for the task at hand and meeting its Haiti agreed-upon time table deadlines for completion.
But no. Most likely these capital expenditures will not be made in Haiti by World Bank dollars.
Not that a MEAGER $20 million could actually cover the expense of building new bridges, repairing those that can be repaired, securing an appropriate inventory of temporary bridges, road vehicles, bulldozers, cranes, backhoes, helicopters and other such items necessary for the Public Works Dept to have when the next hurricanes or natural disaster strikes.
The World Bank knows the cost of one or two new bridges to replace the fallen ones would probably eat up the $20 million in a nanosecond.
It knows this. But, as all such World Bank or foreign aid "largess" are only for fooling the unsuspecting public anyway, it matters not. We are, though, open to being surprised. Most open to being the first in line to applaud the World Bank if this so-called grant will not mostly go into the pockets of World Bank sycophants.
And look forward to this World Bank "commitment" being the first step towards unconditional debt cancellation for Haiti and working through a new Haiti-World Bank relationship then as before....
