La dérive antidémocratique du Conseil Electoral Provisoire Haitien

Jean Bertrand Aristide, is accused of using gangs of hired bandits named chimers to harass, harm, and killed innocent citizens who opposed or demonstrate against his ruling practice. This practice strangely enough has started even before Jean Bertrand Aristide was inaugurated. On January 7th 1991, one month after he was elected and a month before his inauguration, Aristide launched a Pleiades of bandits to destroy, kill and burn live, alleged opposition members.

The pretext was the failed coup d’etat by Dr. Roger Lafontant. 2- Transshipping of Cocaine towards the United States

- Jean Bertrand Aristide has used the power and the resources of the State to transform Haiti into a transshipment halfway house for the illegal ferrying of cocaine towards the United States. Countless numbers of his associates have been indicted, imprisoned and sentenced by the United States Justice Department. They have all pointed the finger towards Aristide has the main culprit and the principal beneficiary of the Haitian drug transaction. The most recent convicted accomplice Jacques Ketant is so closed to him that he is the Godfather of his daughter. Numerous Haitian police officers and judicial authorities have complained, choose the exile and informed the press and the American investigative bodies of the pressure exercised by Tabarre (the personal residence of the government ) to compromise the judicial process on behalf of the co-defendants in the prosecution of known drug dealers.

3-Defrauding the Credit Union and the banking system

4- Using the mass (a gang of hooligans also known as chimers) as a weapon of
destruction upon the opposition members.

Jean Bertrand Aristide has found that the best way to evade personal responsibility for his criminal actions is to use a gang of unemployed and homeless Haitian citizens to harass, beat and killed opposition members. Jean Bertrand Aristide has the indecency of using children as gang members; those bandits hired for a day are ready to commit any crime for the price of a meal. They commit arson upon the businesses of opposition members, they destroy the locals of opposition parties and they burn public buildings with compromising documentation. One of those gang members (Amiot Metayer) had recently turned against him, revealing the many criminal adventures that he has participated in, on behalf of the government. He was summary executed by order of the government.

This gang of bandits is used to break with violence, public demonstration against the government. They used all the tools at their disposal, rocks, syringe infected with bacteria, whip, and guns. The University students are the last recipients of their wrath. Even the President of the University, Dr Jean Marie Paquiot was not protected. His legs were broken by a group of bandits at the behest of the government. He is now receiving medical treatment at a Hospital in New Orleans, Louisiana. Most recently on behest of the government, this gang of bandits went into a rampage upon the antennas of most of the independent radio stations, silencing the voice of the opposition.

5- Looting the international fund donated to the people of Haiti.

Since the beginning of his inauguration, Jean Bertrand Aristide has seen the Haitian treasury as his personal bank account. The Taiwan government gave Haiti a check for 20 millions us dollars for the construction of a highway leading to the South of Haiti. The check was transferred into the Arisitide Foundation, the preferred tool for money laundering by the government. No highway was constructed. Since then all or most donations to the people of Haiti has been either transferred to Aristide personal bank account or used by a coterie of catholic priests and lobbyist for political activities. The corruption is so rampant that the American Government through the USAID has refused to provide money directly to the Haitian government for infrastructure or health projects.

6- Compromising the political ethic of the United States of America

Jean Bertrand Aristide was returned into power by former President Bill Clinton at a cost of 3 billions US dollars. In return Aristide is so embedded into the Democrat political apparatus that prominent members of the US Democratic Party are personal business associates of Jean Bertrand Aristide. The lucrative wireless business is owned by Mildred Aristide and the brother of Senator Hillary Clinton. The Congressional Black Caucus in general, the dean of the Caucus, Congressman John Conyers is a quasi lobbyist institution. On behalf of Jean Bertrand Aristide under the disguise of helping the Haitian people. The wife of prominent activists such as Randall Robinson the former President of TransAfrica is on the payroll of Aristide as a lobbyist.

In addition prominent American attorneys such as Michael Ratner and Ira Kusdband are not only personal legal counsels to Aristide but are engage in the shaping and the marketing of the criminal enterprise conducted by the Haitian government. We all know the pitfalls of the Bush – Gore debacle in the Florida election, but what we fail to know is that Jean Bertrand Aristide had unleashed an army of fraudulent electors to put ballots on behalf of the Democratic candidate in order to defeat by any means the Republican candidate. The scheme was repeated to no avail in the local Florida election in trying to defeat the election of Jeb Bush as Governor of the State of Florida.

7-Engaging into cannibalistic and diabolic practice, for the purpose of gaining and remaining into power.

Jean Bertrand Aristide was sanctioned and released from sacerdotal practice because he was found to be using diabolic and cannibalistic practice such as the killing of new born and using their blood for the consecration of black mass. He was called by Rome to explain this practice. Using the populist political machine, he has been able to silence not only the Haitian Episcopate but has received the accolade from the Roman Church as an associate in the expansion of the mission of the Catholic Church in Haiti. Bishop Guire Poulard of Jacmel might have been the lone official with a strong dissenting voice in this conspiracy which is fatal not only for Haiti but for the Catholic Church in general.

8- Using banditos and gangsters as a modus operandi of governance

Jean Bertrand Aristide at the very beginning of his mandate conceives the idea of recruiting a corps of young men and women who will serve as political security attaches. He failed to introduce the concept into the Parliament for proper funding. After three months of service without pay, he unleashed the corps to use the gangsters upon the civil society as a means of retribution. Later that method has been extended to a coterie of loyal legislators, policemen and political appointees. They practiced kidnapping for ransom, without fear of being prosecuted. Theyserve as conduit to divert custom payments from the Haitian treasury into designated accounts.

Lately Jean Bertrand Aristide has instructed his followers to practice car hijacking and use the cars of peaceful citizens as a get away in the looting of supermarkets in the capital. This practice has also been used on Haitian returnees from abroad on their way from and to the national airport.

9- Ignoring and ruling with no respect for and no regard to the Haitian Constitution.

He interfered with the political neutrality of the Haitian police in forcing the appointment of gang related operatives to the police high command. He fired competent jurists and subjected the judicial process to political intervention to the point that lawyers, judges and investigative officers have no means and no authority to practice even with a minimum of standard of justice in Haiti. Last he operates on the concept of class warfare asking the poor to invade the assets of the rich by any means necessary dividing further the Haitian family. To prevent his removal he has orchestrated the mechanism for the killing of at least one million Haitians a figure given by Mario Dupuy, his spokesperson a la former Iraqi Minister of Interior.

Aristide is orchestrating the perfect scenario for Genocide a la Rwanda in Haiti. He is using an historical grievance (the colonial debt owed by France to the Republic of Haiti) while pumping up an oppressed majority into a machine of death. It is” them”: (the bourgeois, the elite) against “us” the mass).The only salvation is to kill them all.

10- Defrauding the international community in contractual agreements.

Jean Bertrand Aristide has perfected at its best one of the tenets of the Liberation Theology doctrine to wit : lie as much as you can, while promising to deliver as much as you have been ask for, from international or ruling institutions. As such Aristide has been a master in the practice of deception. He has fooled the United Nations, the Organization of American States, Caricom, and the European Union and in his own words Colin Powell the American Secretary of State.

To the OAS, he has promised after more than thirty negotiating trips to respect the resolutions CP/ 822, CP/806.and AG/1959. The contractual agreements called for affirmative actions in controlling the insecurity, the impunity, and the arming of operatives on behalf of the government. While Aristide professes a policy of love, fraternity and cooperation for the international audience, he uses a gang of bandits with the resource and the material of state institutions to harass, intimidate and kill opposition members. He personally deputizes gang chiefs who recruit operatives from the slum areas for criminal activities. In the end Aristide has developed a vicious and infectious relationship with the international community. While professing respect for and adherence to international principles of human rights and to conciliation, he relishes into the squalid condition of drug trafficking, killing, retribution and corruption.

We, the opposition members are aware that we have been living into a de-facto apartheid system where the majority of the population (85%) that live in the rural counties of Haiti have no running water, no schools, no roads, no electricity , no security for the last two hundred years ( 200). Yet this is not a reason to accept the dicta of a demagogic leader who kidnapped the concept of nationhood to satisfy his venal desire to enrich himself and his operatives while leaving the mass worst off than before.

We pledge to work on creating the Haitian nation, a place with a shared vision of the future. We will assume our responsibilities in promoting an affirmative action on behalf of Rural Haiti. We will forgo our immediate needs to care for those who live in the shantytowns and the rural areas so their children will have good schools, a functioning health clinic, and support and skills towards job and employment. The 2004 Haiti will be as bold as human, and as democratic as the Haiti of 1804.
