Ambassador Merten ;
You should not jeopardize the United States prestige in this comedy.You should listen to Senators Lugar and kerry.There are circumstances in history when a country can not hold elections as mandated by the Constitution ,such is the case in haiti right now.Listen to what ex prime Minister Alexis is saying.listen to what Mrs.Manigat and other members of the civil society are saying.It is not legal for the government to exclude the most popular party from participating in the elctions where all the elections voting places are controlled by members of the INITE party who are armed to intimidate the voters.listen to what the people in the refugees camp are saying:"We will vote for whomever give us money.When a reporter asked them :"why are you voting for Jude celestin ?They said :"he is the only one who has money to give us right now.
how in such conditions can you say that the elections will be fair and honest?You should keep your distance from this process which could have dire consequences for the stability of the country.Your job in haiti is to promote democracy and to defend the interests of your country;it is not to interfere or to get involved in a process that denies the majority of haitians their right to participate freely in their internal affairs.These are the reasons why the United States is so often criticized for its involvment in the internal affairs of other countries without the full understanding of their culture, history and all aspects of their problems.
